Gilani highlights role of constitutions in safeguarding sovereignty, democracy

Under President Ilham Aliyev’s leadership, national unity, identity, and dedication have been reinforced in Azerbaijan: Gilani

BAKU, AZERBAIJAN – Chairman Senate of Pakistan, Syed Yousaf Raza Gilani, underscored the pivotal role of constitutions in safeguarding the sovereignty and independence of states amid evolving global challenges, while addressing the International Parliamentary Conference commemorating the 30th Anniversary of the Constitution of Azerbaijan.

Representing the Senate, Chairman Gilani conveyed greetings from the Parliament, Government, and people of Pakistan to Azerbaijan’s leadership. He thanked Speaker of the Milli Majlis, Sahiba Gafarova, for the invitation and warm hospitality.

Speaking on the conference theme, “Constitution as the Foundation of the Independence and Sovereignty of States in the Contemporary World,” Chairman Gilani described the constitution as a sacred national covenant that guarantees democracy, justice, and accountability. He praised Azerbaijan for its steadfast adherence to constitutional principles and unity under the leadership of President Ilham Aliyev.

Congratulating Azerbaijan ahead of the 30th Constitution Day on November 12, Gilani commended President Aliyev’s declaration of 2025 as the “Year of Constitution and Sovereignty,” calling it a testament to Azerbaijan’s commitment to democracy, stability, and peace.

Drawing parallels between the two nations, he noted that Pakistan and Azerbaijan share a journey rooted in dignity, constitutionalism, and the quest for sovereignty. He highlighted the Constitution of Pakistan as the foundation of the country’s democratic order, institutional independence, and civil rights. Reflecting on his tenure as Prime Minister, he termed the 18th Constitutional Amendment of 2010 a landmark reform that strengthened federalism, empowered provinces, and reinforced national unity.

Chairman Gilani informed participants that Pakistan continues to advance constitutional democracy through reforms aimed at promoting human rights, women’s empowerment, judicial independence, and electoral transparency, thereby strengthening parliamentary supremacy and institutional balance.

Addressing the modern challenges confronting sovereignty, he said states now face new tests from globalization, cyber threats, digital monopolies, and climate change. “We currently live in a world of complicated challenges. It is the Constitution that plays the role of a bridge between the state and the people,” he said, adding that constitutionalism remains central to nations’ collective consciousness.

Calling Azerbaijan a model of constitutional resilience, he stated, “Under President Ilham Aliyev’s leadership, Azerbaijan has seen a strengthening of national unity, identity, and dedication. Declaring this year as the ‘Year of the Constitution and Sovereignty’ is a clear reflection of this commitment.” He urged nations to remain united in promoting sovereignty and equality in the contemporary world.

Proposing a set of actions for strengthening constitutional democracy, Gilani emphasized:
• Strengthening democratic institutions to reflect the will of the people
• Promoting civic education and responsible citizenship
• Building institutional capacity to meet modern challenges
• Fostering national unity and resilience during uncertainty

Highlighting Pakistan’s upcoming role as host of the Inter-Parliamentary Speakers’ Conference (ISC) in Islamabad next month, he said the Baku forum reaffirmed the collective parliamentary resolve to uphold constitutionalism, sovereignty, and justice.

Chairman Gilani concluded by reaffirming Pakistan’s commitment to constitutional values and mutual respect among nations. He thanked Azerbaijan for hosting a meaningful platform to advance global parliamentary collaboration.
